The negative Flare is pure evil. He'll do whatever is needed to get what he wants. Even if he has to kill someone. Being the sane one, he tricks his insane brother Emerald to doing his dirty work. He is most responsible for killing Negative Eggman, who in the world of yin and yang, was a true hero.
